Nació en Búffalo, Nueva York en el año 1933 y falleció el año 2012 en Miami, Florida. Fue un periodista e historiador que se desempeñó como el primer editor en jefe de The Washington Times , cargo que ocupó entre 1982 y 1984. También es conocido como el autor de varios libros, la mayoría de ellos sobre la historia política reciente de América Latina. Después de dejar el Times , Whelan trabajó para Latin American News Service. Vivió en Chile , sirviendo como profesor invitado en la Universidad de Chile y escribiendo sobre la historia de la nación. En 2008 regresó a los Estados Unidos y vivió en Miami donde finalmente falleció en el año 2012.
