Nació en Rengo el año 1921 y falleció en Santiago el año 2020. Agricultor y político del Partido Nacional y de Renovación Nacional. Senador en 1973 por la Cuarta Agrupación Provincial "Santiago", Región Metropolitana, y entre 1990 y 1994, por la Undécima Circunscripción Senatorial, Región del Maule. Regidor por Santiago entre 1971 y 1973Durante el régimen militar de Augusto Pinochet Ugarte fue Delegado de Chile ante las Naciones Unidas en 1974, Embajador en Colombia entre 1976 y 1978, Embajador en Argentina entre 1978 y 1983, y Ministro del Interior entre 1983 y 1985. Presidente del Movimiento de Acción Nacional entre el 15 de noviembre de 1963 y el 11 de mayo de 1966, del Partido Nacional entre 1968 y 1973, y de Renovación Nacional entre el 11 de diciembre de 1987 y el 5 de agosto de 1990.
