Nació en San Felipe el 13 de agosto de 1934. Falleció el 22 de diciembre de 2023. Fue un ingeniero, economista, académico, investigador, consultor y político chileno, así como ministro de Hacienda durante el Gobierno Militar encabezado por el general Augusto Pinochet, entre 1974 y 1976.
