Jorge Kaplán fue un médico cirujano y político chileno. Pionero en transplantes cardíacos en Latinoamérica, realizados en Valparaíso en el hospital naval almirante nef. Entre 2000 y 2004 fue alcalde de Viña del Mar. Su cónyuge fue Milka Depolo Puig con la que tuvo cinco hijos.
