Activo opositor a la dictadura militar del general Augusto Pinochet. Luego del retorno a la democracia se desempeñó como ministro de Estado en la cartera de Secretaría General de Gobierno, bajo el gobierno del presidente demócrata cristiano Patricio Aylwin (1990-1994).
